binutils-source software package provides GNU assembler, linker and binary utilities (source), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install binutils-source
binutils-source is installed in your system.
Make ensure the binutils-source package were installed using the commands given below,
$ sudo dpkg-query -l | grep binutils-source *
You will get with binutils-source package name, version, architecture and description in a table
